Charles William Wiley was a CIA contract agent who worked for the Security Research Staff (SRS) from 1959. He operated under a non-official cover as a one-man news agency in New York City, assisted by his wife who was also a writer.

Wiley's activities included attending youth festivals, making trips to Cuba and other countries, and providing information to the Agency. He also assisted in securing information for the DDP (Directorate of Psychological Warfare) on sensitive matters.

In 1964, Wiley was involved in disrupting Communist Youth Festivals in Vienna and Helsinki, and he suggested that he be actively engaged in media activities to counteract bad publicity about the CIA.

Wiley's interactions with Jim McCord, a former CIA employee and Watergate conspirator, continued throughout 1970-71. McCord may have been in contact with Wiley during this time, and Wiley was assigned to help edit a book written by a CIA covert agent.

In January 1971, Wiley reported that McCord had suggested not including certain material from Mexico in the book. This material was later mentioned as being related to the Watergate scandal.
