The memorandum notes that six men to the initial nucleus for work for inside Cuba
have been assessed in th_ Fifteen locations have been selected as suitable centers for

In a Fresldentlal meeting on Vietnam with the CIA participants
being McCone and Colby the record by' Colby reflects that McNamarra polnted out that
Lodge has little contact with Diem and has not been out of Saigon_ Mr McCone comented
that he belleved that we should move cautiasly , that we should talk seriously to Diem
and that Lodge should be_urged to visit the countryside to obtaln a more realistic
vlew of the effects of suspending aid _ Mr_ McCone also suggested that another approach
be made to Nu to seek his cooperation ina departure The President asked whether we
had carefully studied the detail effects of cuts in aid (as proposed in a paper prepared
by Hillsman) = It was evident that the effects had not been studies _ The President
asked DOD &nd CIA to analyze the Hillsman paper _ He also asked that 3 telegram be sent
to Lodge asking him to to reduce the press leakage from Salgon and to establish sOme
