**Venezuelan Situation Report**

* The Venezuelan government is concerned about the potential for anti-government demonstrations during President Carter's visit, with officials expecting these disturbances to continue and increase until after the December election.
* The Popular Front for the Liberation of Palestine (PFLP) has a representative in Venezuela, Johnny Khouri, who resides in La Guaira with his family. The government is aware of his presence and has agreed to allow him to remain in the country as long as he does not become involved in PFLP activities.
* Ilich "Carlos" Ramírez Sánchez, a notorious international terrorist, is a Venezuelan citizen whose family resides in San Cristóbal, Tachira State. There has been past information that his associates occasionally travel to Venezuela, but there is no current information indicating he or any of his close associates are now in the country.
* The Cuban exile community feels betrayed and rejected by both the USG and the Venezuelan government, with concerns about the USG's expanded friendly relations with the Cuban government and the Perez administration's harassment of the community since the 6 October 1976 bombing of a Cuban airline.

**Venezuelan Security Services**

* The Venezuelan security services, particularly DISIP, have been hard hit by personal rivalries among their top officials. Part of DISIP's difficulties arise from charges of misconduct in the handling of the anti-guerrilla campaign in the Eastern States.
* Both DISIP and the Technical Judicial Police (PTJ) have experienced funding problems since the beginning of the year, which has led to late payrolls and lower morale among their officers and men.
