fector "Shamrock" has confirmed that Jaffe was approached but

to the Toi York Office in 1963 wha t he interpreted 2s a recruit-
ment effort and he wa S extensively reinterviewed in 1969
concerning his association with KGB officers in Hoscow _ Lher
is no informia tion in Jaffe 's file that he IvaS ever repor ted
by Col Penkovskiy, as Jaffe reportedly has claimed , During
the interviews with Ja ffe he denied any overt acts
helpful
to the KGB a ] though he admitted a continuing re lationship wvith
severa1 KGB officers. Both the New York and Washington Field
Offices came to the conclusion that Jaffe Iva S a KGB agent while
in HoscO1, but that there Ja S doubt as to whether he continued
in tha t role after he wa s expelled .
Our relations witth Jaffe were tempered by E"SaJnmy '
allegation, and Bureau Agents in contact wi th him were circum
spect in any dealings wi th him thereafter Jaffe very likely
detected a change i2] the Agents' attitude which accounts for
his sta tement tha t he felt his relationship wi th them had
cooled off

either New York or Ha shington Field or the Bureau has ever taklen
any action wh ich wou ld affect Jaffe' s' live lihood , Following
his return fromn Hlong Kong , Jaffe told his handling Agents thatl
