FIDEL_CASTRO' S_SPEECH:
Fidel Castro 's two-hour speech on 23 November was what
he termed an "objective analysis" of the implications of
President Kennedy 9 assass1nation _ The Speech reflected an
apprehension that US policy toward bim may now become even
tougher He sa1d the President S death was "serious and bad
news which could lead from "a bad situation to a worse situ-
ation He . pointed out that President Kennedy s aLleged
promise not to invade Cuba had been strongly attacked by tbose
"ultrareactionaries" ip the Unlted States wbo he sa1d are
now using the assassInation to crea te a climate of "anti-
Soviet_ anti-Cuban: hysteria deslgned to pressure tbe new
President toward a Cuban policy "highly prejudicial to the
interests of peace and of mankind
Castro began his speech by stating that he "and the
immense majority of buman beings VI react WIth "repudiation" to
the assassination, wbich is not "a correct method of struggle ,"
Wbile the death of the Imperialist system would make Cubans
happy the dea th' of a man, even if that man were our enemy ,
cannot
make u8 happy : we must not confuse the systems with
the men _ He said we always cease our belligerency at death;
we always bom. with respect at death, even 1f It has to do
witb an enemy
Castro declared that the assassinatlon can only benefit
"1 those ultrarightist and ultrareactionary sectors, apong whicb
President Kennedy could not be counted These most reaction-
ary forces are now breaking loose within the United States,
he declared President Kennedy was a strong presLdent who
was able to Control these pressures , but the new OS president,
because of the circumstances inherent In his assumption of
the presidency, wi1l not bave the sane strength and au thority,
Castro said.
Castro then read a series of US news dfspatches referring
to the Castro_Communist affiliations of the accused assassin_
He said this was a1l part of the "reactionary" effort to
crea te a climate of "anti-Soviet, anti-Cuban hysteria" In
the United States_ Thls clinate of hysteria, he sa1d. Is
designed to face the new President witb an
irresistibie
pres-
sure toward a_ more aggressive policy_
Castro then devoted considerable time 1n an attempt to
throw doubt on the guilt of the accused assass1n and to In-
sinuate that Oswa ld , whether guilty or Innocent , was actually
2 tool of the extreme rightists Is be really guilty? Is
he a scapegoat? Is he a Psychopath? Or 18 he perhaps a tool
of the most reactionary US circles? Who 13 this man?
