PHOTOGRAPHIC INTELLIGENCE CENTER
23. MISSION
The Director o the Photographlc Intellgence Center Is charged with produclng
photographic InteVlgence and providing photographlc Intelllgence servlces in
support of the Central Intclllgence Agency and the Intellgence communlty.
24. FUNCTIONS
The Director O the Phatographlc Intelllgence Center shall:
a. Produce photographdc Intelllgence In support Of Agency and natlonal sclentifc,
miutary, economlc, and geographlc Intellgence objectives.
b. Provlde photographlc Intayugence support and servlces t the Agency &nd the
intellgence communlty.
CS Malntain a photographic Intellgence facility manned and equipped to provlde
complete analytic and technldal photographlc Intellgencc servlces In support
of special collection and exploitation requrements
d Provide accommodatlons and serWces withln the center for mlltary-service and
other Government representatived engaged In joint exploitatlon projects:
e Assist in the evaluation ot other Intelllgence sources through comparison with
photographlc data.
f. Conduct an actlve program Of research and development In equipment and
technlques for providlng Improved explaltatlon Ofphotographlc Intellgence,
coordinating such activity as appropriate Flth Agency, mllitary-service, and
other Government components
g. Conduct Halson with and represent the Agekcy to Government and prlvate
organtzations on 'photographic Intelligence actiitles, coordinating such llalson
as appropriate with Interested Agency components:
h. Prepare photographlc and photogrammetric Intallger ce collection requtre-
ments.
Assist in preparation of estimates ot forelgn capabllities In the feld of photo-

h. NATIONAL FHOTOGRAPIIIC INTERPRETATION CENTER
(1) AUTHORITY. The National Photographic Interprctation Center (NPIC)
was established by National Security Council Intelllgence Directive No. &,
dated 18 January 1961 and functions under the executive direction 0f the
Director of Central Intelligence_
(2) MISSION. The Nalional Photographic Interpretation Center is charged
wilh producing photographic interpretation reports, providing photographic
intelligence services In support O the national Intelllgence effort, Iurnish -
such additional support to departmental and Agency interests as can
bc provided without degradation o natlonal responsibilities, and promot-
an integrated and coordinated interdepartmental effort in the ex-
ploitatlon of photography for intelligence purposes:
(3) FUNCTIONS. The National Photographic Interpretation Center shall:
(a) Produce photographic interpretation reports in support Of the na -
tional intelligence effort and approved Priority National Intelligence
Objectlves to include preliminary rapid interpretation Of photographic
detall and comprehensive photographic analysis, utilizing, whenever
possible, related collateral information:
(b) Provide as a service of common concern to the Intelligence com-
munlty photographic intelligence services in support 0f the national
photographic intelligence effort, and, whenever practicable, furnish
additional support to departmental and Agency interests.
(c) Maintain on a selective basis a consolidated central file of photo-
graphic data.
(d)' Arrange for the exchange of photographs and photographic data
with other photographic collections in the intelligence" community.
(e) Make recommendations where appropriate to facilitate the coordi-
nated development of compatible codes,' indexes, and mechanized
systems for the efficient recovery, selection, and collation of available
photographic data.
(I) Prepare photographic and photogrammetric intelligence support re -
quirements:
(g) Provlde analytic and technical photographlc intelligence services in
support ot special collection and exploitation requirements:
(h) Engage In or sponsor, as appropriate, the development O. specialized
equipment for the intelligence exploltation O photography, and shall
provide information about such speciallzed equipment to interested
elements 0f the intelligence community for their own possible use or
further adaptation:
(I) Provide and maintaln accommodations and facilities within the Center
tor photographic intelligence units of U, S. Intelligence Board com -
ponents Involved In national and departmental activities.
(J) Examine and make recommendations to the U. 8_ Intelligence Board,
as appropriate, as to any special security controls required:
(k) Consult, as appropriate, with individual departments, agencies, and
committees of the U. S. Intelligence Board on matters related to
photographic intelligence exploitation activities.

(a) provldes equipment, pcrsonnel services, and materials In dlrect
port of DDO operatlons, and certaln approved overseas operatiors 0f
other member agencles O 'the U.S. Intelligence Community;
(b) develops, englneers, tests, and manages the production and stock stor-
age ot technical equipment for support of clandestine technlcal op-
erations;
(c) evaluates foreign finds for the Intelligence Community, and pertorms
such other services as may pe directed by the DCI:
