Dr. Miro Cardona met with Theodore F. Passavoy on October 6, 1961, to discuss the Cuban situation. Dr. Miro handed over a plan for clandestine operations in Cuba prepared by his military collaborators, including Colonel Manuel Varela Castro and Captain Enrique Despaigne. The plan proposed commando action against the Cuban government, propaganda, sabotage, and underground activities.

Dr. Miro also requested arms and equipment to send to the anti-Castro group in Cuba, but had not received a response from the Agency. He mentioned that he had received information on the number of arms received by the Castro regime from the Soviet bloc, Italy, and Canada.

Dr. Miro stated that he believed an Argentine rupture with Cuba was imminent and that the Argentine Ambassador to Cuba had been ordered to return to Havana. He also mentioned that he had planned to attend a meeting in Buenos Aires on October 11th or 12th for the SIP (Sociiedad Intermercianes) meeting.

Dr. Miro expressed his views on the future organization and structure of the Propaganda Commission, stating that it was outside the Consejo and not under his direct control. He also mentioned that he believed PRIO should be excluded from the revolution and that practically nobody wanted to go back to any revolution regime in Cuba.

Theodore F. Passavoy met with Dr. Miro again on October 7, 1961, before departing for Washington. Dr. Miro mentioned that he had seen an action taken by the ALABAU Lawyer's group in "Preliminary Jullo CARGARETAN (can of the chief justice in exile) in "Proclamation of Cuba at Cuba a" and expressed his views on coordination with other exile groups.

Dr. Miro stated that he should be the channel for coordinating the activities of groups outside the Consejo, such as the Students, FOND (Labor), etc. He also mentioned that he had no office or telephone to use for business purposes and needed an office somewhere away from his home.

Theodore F. Passavoy planned to meet with Dr. Miro in New York City on October 15th to discuss specific issues and reach agreements or compromise as may be required.
