Identification

opera ting into right-Wing political milieu in Mexico for
Intelligence purposes with some covert action by-product _
2 . Objectives
a Objective The objectivc of this project is to provide
support for a 0,. contract agent who has access to 2 wide variety
of right-wing political elements and organizations in Mexico _
b. Conduct Of_Project The contract agent , LIHUFF /1 , was born
in Mexico and has had 2 Tong history of busincss experience in
Latin America as well a5 , over the past fifteen years in Mexico
At the present time he is Executive Director of U.8 Chamber of
Connerce 0f Mexico City , which gives him a great dea1 of mobility
in both American ana Hexican business circles Generally , it is
from the Mexican business community that the financing and support
for right-wing political movements organizations and institutions
eminate _ Given the general trend 0f recent Mexican regimes _ a5
well a5 the present one, toward more governmental regulation and
manipulation of the economic life of the country the Mexican
businessmen continue to support right-wing
political
movenents or
ostensibly non profit civic research , and other types 0f organiza -
tions used , by them as front instrumentalities for expounding
their philosophy and taking action in the tico-economic fields.
LIHUFF /1 has natural access through his present position and past
extensive experience in the business community here . Over tbe

elements have earned him their trust and respect In addition,_

tions in= the Mexican right-Wing political arena These and many
other contacts Of this type will provide the basis for his reports
on this particular segment of the political spectrum in Mexico.

and MURO _ but Hugo SALINAS Price, Jorge. SIEGRIST Clamont and numerous

3 J Backgound_
a _ Developments_Leading42_ to_Project_
(1) Mexico, pol itical ly, is a country in which,
increas ingly , a centrist itical concensus is deve loping
based on the impact of educat ion and economic deve lopment _
On either s ide though of this grow central itical
spectrum are extreme left and extreme right wings which are
te active and te voca| and which have an influence in
the form of individuals_ organizat ions , and movements greatly
out of proport ion to their numbers Political disturbances
and efforts to induce iack of: i eminate in the ma in'
fro these two extreme W ings _ As the centrist force grows
s lowly it is possible and probable; that these two wings will
intens
ify
the ir efforts and becomne more and more radical
The Stat has inte } igence coverage ` of the extreme left-
wing, but has neg lected the equa | y important extreme 'right-
wing when, in the final analys any threat to Mexican
pO | tical stabi lity by foment unrest and inc idents does ,
and wi) continue eminate from the right-wing as Ie / 1 as
the left-wing. Assumin 9 that_ as indicated in the present
RMD , the long range national object ives of the U.$_
toward Mexico are to encourage a stable democratic government
