The 20L system provides amelhod for identiying a person ol specific in-
terest to (be Operations Directorate and for controlling and all pertinent
Information about that person: The system also provides a means for identifying
subjects of 202 files (rom various categories of information about them and for
producing lisits of 201 personalities according to those catcgories. Only & rel-
tively small number of personalities indered are of sulficient interest ( justify
opening a 201 dossier: These are norally subjects of ertensive reporting and
CI investigation prospective Jgents and surces, members of groups and organi-
zations of continuing larget interest or subjects o whom a volume of corre-
spondedce has accumulated

8. Ceneral
The opening of a 201 dossier is the prerogatite of a0 operational com-
ponent; in coordinatiun with the Information Senicts Group: An opening creates
master 201 record Changes to the master record and the occasional closing
of a %01 dossier are controlled jointly by the desks and ISC. 201 dossiers may be
opened on persons who meet the cardirg criteria described ia Chapter I[ of this
handbook, when there is a reasonable expectation that additonal information
will be acquired and filed in such a dossier: Ccnerally dossiers are opened o
persons about whom counterintelligence information is reported, and per-
sons of]operational interest to the Operations Di-ectorate, specificall;; those
persons for whom provisional operational approvak and operational approvals
are requested (sce erception below ). @1 files are not to be opened 0 staff
cnployees, staff agents and most catezgories of contract employees Files O0

Infomation about a 201 personality should he filed Jr cross-referenced into
his dossier. IVhen additional information is discovered on 1 2UL subject through
name trace Or othet prorcss, review of predecessor documcnts, it must

Material which is filed in the dossier includes but is not limited .to:
