and goings Of target personnel and visitors to the target have
been iucorporated into many Station files principally. the
dossier files Nio prccise statistics are Jvaflable , but at

DJ Effectfveness: The Project is considered highly successful
and essent Tal by the Statin_ In addition to the excellent photo-
graphic covcragc provided , LIONION_1 the Principa l Agent has
developed Into a first-class assct for other operational duties.
The Project Basehouse was essential to mounting and monitoring
the Station's attempt at recruitment and subsequent harassnent
0f a sensitivc target ecployee . The Casc Officer in charge of

Fithout the Baschouse- and LIONION-I's expert knowlcdge of the target pcrsonnel and activities, such an opcratfon could not bave been mounted: The opcration itself FJs an attcmpt to satIsfy the top priority rcquirement laid-on Statfon McxIco Cit y by -Headquarters_ It i5 expected that future simflar opcrations Ei I) depend to a large extent on the facilities provIded by tbis 'Project.
Another cffective performance by LIOMION_ 1 wab hfs obtaning, by ;Sharp observation and quick, intelligent and
securc action_ an apartsent [w a building directly across rbe street from the target The Station had been seekfng
a apartment in this building for an} sears,
ES Problems: The only problem currently besetting the Project
is thc excessive work Joad on the Principa ] Agent _ To a]leviate
this Headquarters is ass uming the task Of devcloping some of tbe film produced by the Project_
Cover for LIONION_1 has ceased to be a problem _ He has
received his permanent imigrant stacus and now has 2 good dca}
of imunity from harassnent [rom Mexican immigrat ion authorities. He was able to get his translator cover backstopped directly
out of the Office. Of, the President 0f Nexico and thus has 3 strong protectivc security factor built into it_
F_ Lafson: The Project has no liaison connection LIONION-1's
corer backstop with the Officc of the President of Mlexlco Is non- operational _
G_ Interagency_Coordination: Not applicable.
9. Plans: It Is plauned to make better use of LIONION-] 's
observations and operational legbooks during thc oming year
rather than to settle for his excellent photographs alone _ It bas been found that he can of suppl> va Jua ble additional
infornation because of his "fec]" for chose persons who are under constant observation from the Bsehouse _ He can- read significance into activity #hich might unaotlced 01' be nisinterpreted by obserrers with less experience_ He will
a)So be called upon for assistance in future recruitment
operations Similar to thc case mentioned 1! paragraph D
atove Severa] such operat ions are being contemplated for ca lendar year 1966 the Period for which the Project renewal
