SUBJECT: E. Howard Hunt
1. I spoke with-Fig Coleman about Hunt'$ &ssignment to Spain.
Khad spoken with him back in August when wo were inquiring into
reported activities involving Mrs. Hunt._
2, Coleman said that he got out O the War College in 1964
(by which he fixed the time), and took over the' Iberian desk. Bill
wa9 CLEUR (or was it WE Divialon at the.time). In early autumn
Ryan said that he had just been-intormed by the DDP (Karamessinea)
that Hunt was to be a8signed to Madrid as DCOS, 25 a dircctcd asgign-
ment by Helms_ A memo wa s preparcd and sent to the COS, Jim Noel
(now retired)j: TheresIas nothing further for about a month when
callcd Coleman in and shoived him & RYBAT lcttcr Irom Noel stating
that Ambassador Stanley J. Woodivard wvould not have Hunt in the
Embassy-
3 Woodivard:had been the Ambassador to Uruguay when Hunt
was COS Montevideo- He had a low:opinion of Hunt and was counting
the days until Hunt left: The President 0f Uruguay visited President_
Eisenhower in the;States, at which time hc requested a personal favor-=
that Hunt be rea ssigned to Montcvidee: So Hunt took another tour.
Woodward wa $ outraged; and had his revengc in 1964 when Hunt was'
to be sent as DCOS to Madrid.
4: After a couple of months--carly 1965--Ryan called Coleman
in and; obserring that there Ias morc than one way to,skin a cat;
told him that Hunt was going to Spain: under nonofficial cover; This
didn't require anything special, Ryan saying that he; didn't.know
much about it: It came to,him fron Karamessincs on' Helms' order:
Hunt 'was to have the telephone number of the COS, but he ,would do
nothing for the sta.ion.. Hunt Ias to gubmit adninistrative vouchers
for reimbursement of his expenses and Chey were t0 be paid: Coleman

1. I met with Sam Halpern for about 20 minutes this morning
in' GGIO, where he i9-cleaning up some details before he go0s to

attempt to reconstruct Howard Hunt's assignments and (inancial
trangactiong, and asked hirn particularly-for recollections ho may
have o€ Hunt'9 a9gignrent in Spiin in mid-1965 t0 the fall 0f,1966.
2. Halperr said that Ke Fas no rccollection about such an
assignment: In June;1965 he moved from WH Division with Des
FitzGcrald when he became-the DDIP Atabout thit iime
Halpern'$ father died and he wJs in Newv York for the fueral
and ten days of religious observations following that Hc wag back
in mid-June and in and out from thep on as he got ready to. attend
tho Nalional War College Ihich begal in August: He did not roturn
to that officc until the end.of June 1966.

was ADDP with Helms moving up to be DDCI; He thought it_ entiraly
possible that Helms and Karamessines could have handled this
