working group whlch 7ou eatablished in January to congult with you and
advigo On tha Organization and activitles 0f the Central Intelligence
Agency, and 0f it9 relationship with other agencie8 In the intelligence
community . Thig report reflects the view8 Of the working group and i9
divided into two parte. The {lret part deal8 Primarily with the organiza -
tion 0f the Central Intelligence Agency and redects the unanimoua view8
of the working group. Tho gecond part containg comments and recom-
mendatlone on areag deallng with tho work of the Ceptra} Intelllgence
Agency and activities of tke intolligenco community in wvhich the Wvorking
group wa 8 either wable to agrcd or felt that considerably more study
wab needed before action wag taken.

first gegsion on January 3 end met on 35 different between that date
and itg final 8es0ion with you on March 28 _ During its work the group
had approximately 100 briefings. Most Of these briefings dealt Iith the
organization and activitiea % the Central Intelligence Agency,
but also
included a full day spent with the Department of State in addition to several
briefinga on State Department activities and ite relation8 with CIA; approxi -
mately one-half spent in the Fentagon In addition to other briefings
by the Defense Intelligence Agency; &nd a full week gpent vigiting SAC,
NORAD and other Jctivities in the United States _ Ie were briefed by
the head of erery major cornponent in the CIA with the excepticn of three
