New Orleans Louisiana was recentTy opened as a source of foreign intel | igence
information on the radio broadcasting industry in Latin America. The current
Program of IMCA is primarily concerned with the dissemination of taped record-
ings of 2nti-Communist material cal led Truth Tapes to certain radio broad-
cas stations in Latin America and North America for use as a weapon ajjainst
Communi st penetration in the Americas Its headquarters are located at 620

2 . We have been in recent contact with EduardScannel But ler Execut
Vice Pres ident and Staff dlrector and have received his assurances "of. Ioles
hearted cooperation in our agency S mission- (Yesterday we examined al1 of the
files of correspondence between Mr. Butler and personne) of various radio
stations in 16 Latin American countries.( In order to bui ld uP a market for
the Truth Tapes prograr in Latin America Mr_ But ler first obtained from the
appropriate consul in Nev Orleans a Tist Jf the radio stations in operation in
his countryy. He next wrote the administrat ive personnel of these stations
about the anti-Corunist purpose 0f INCA and offered to supply each station
Xith Truth Tapes _ Those stations request ing them Iere then provided with 3
series 0f the tapes One or t: years later , Mr. Butler sent the participating
station a questionnaire des igned to elicit infomation about audience response
to the Truth Tapes program. Copies of the first questionnaire and of 3 revised
