REORGANIZATION OF THE STAFF STRUCTURE
OF THE OPERATIONS DIRECTORATE
1_ PURPOSE
This notice ennouces the reorganization of the Operations
Directorate steff structure effective 1 October 1976 _ and
outlines the fuctions of the new and the redesigated
staff components _ The new staff organization supersedes
that established by the Deruty Director for Operations DDO)
on 28 Jue 1973 and 8s modi fied in the interim period. It
is the first of a three-phase range reorgani-
zation program designed to enable the Directorete conform
to the perceptions of the Executive and the Congress as to
the Directorate S role to adjust flexibly to changing
strategies and priorities and to make most efficient use of
personnel and material resources allocated to eccomplish the
Directorate S mission .
2_ GENERAL
The Headquerters organizetion of the Operations Directorate
is comprised of the Office of the DDO and its special staffs
the Senior Staffs and the Area and Fuctional operating
Divisions (See Figure 1, attached. )
3_ OFFICE OF THE DDO
The following staff elements are attached to the Office of
the DDO and report directly to him and/or the Associate
Deputy Director for Operations (ADDo)
a Assistant Dputy Director for Operetions for
Development (ADDO/D) (When approved by DDCI)
The ADDO/D will direct and supervise the establish-
ment of a_ Clandestine Corps responsible for the
recruitment , training and dispatch of nonofficiel
cover officers to foreig areas and for efforts to
develop new techniques methods and equipment for
nonofficiel cover operations _

b Associate General Counsel to the DDO (AGC /DDO)
The AGC/DDo is deteiled by the Agency 8 Generel
Cousel to provide advice and assistance to the
Operations Directorate _ He will work directly
with the ADDO _
Evaluation and Program Design Staff (EPDS)
The EPDS will
(1) Design and maintain continuous data on fuds ,
positions personnel on duty and other such
manegement information &s is required by the
DDO and the Comptroller of the Agency _
(2) Maintain continuous knowledge of the state
or condition of operational activities and
achievements , and 8 upport ectivities planned
and in progress including resources used,
efforts undertaken , and results _
(3) Prepare periodic eveluations of component
progrems ageinst objectives including the
need for requested resources eveluations
of past results end projections of future
results _
(4) Monitor all data collection for purposes of
identifying statistical evidence of problems
identifying areas requiring management attention
by the DDO , and providing data to be used for
internal and external presentations .
(5) Review all Operational Acti (OP ACT) approvals
to ensure compliance with Agency and Directorate
regulations _ and prepare staff recommendations
on Operationel Activities which require DDO
approval or attention.

d_ Policy and Coordination Steff (PCS )
The mission of the Policy and Coordinetion Staff i8 to
serve as the focel point through which the DDO directs
ana controls certein activities of the Directorate
crossing geographic divisionel bounderies It elso will
assist in formuleting end recomending to the DD cy
and doctrine on matters with overall epplicability to
the Directorete . The Chief of thi8 Staff will ect for
the DD and the ADDO if these officers are unevai lable
The responsibilities of this staff will include all
intelligence-related matters including staff dence
on scientific and technicel matters and such activities
as crisis management , international terrorism, narcotics
technical operetions ana defector operations Addition-
the Staff is the focal point for Directorate coor-
dination with the Intelligence Comunity Steff , the
National Intelligence Officers other components of the
Agency , as well 8s with other agencies of the Government
The Steff will els0 be responsible for conducting and
monitoring liaison with the principal elements of the
Intelligence Community _ It will be responsible for
ensuring that the operations and activities of the
Directorate ere in compliance with existing reguletions
and procedures and for formulation or revision of
regulations and procedures as may be required. In
short, this Staff will coordinate the paper flow of_ the
Deputy Director for Operations and in S0 doing serve as
8 centrel clearing house for the movement of paper from
the Steffs and Divisions to the Office of the DDO _ This
Staff also will provide policy focus to issues of comon
concern effecting Directorate-wide activities It will
also provide the support fecilities for the DDO' s
special and Senior Staffs

The responsibilities of the Senior Review Officers
are described in DOI 5-14

6 DDO Duty Office (DDOD) (Not shown On Figure 1)
The responsibilities of the DDODO ere described in
DOI 5-3.
4 SENIOR STAFFS
a Career Management Staff CMS )
The Career Management Staff will be responsible for
staff advice and support to the DDO on a1l
matters related to organi zeti- manpower planning,
personnel menegement and edministretion , end treining.
It will provide staff direction and supervision to
personnel management and administration throughout
the Directorate _ and 18 responsible for ensuring
compliance with related Agency and DDO directives and
procedures as we1l as cable Government rules and
regulations
b Central Cover Staff (CCS)
The mission and functions of the Central Cover Steff
remain as prescribed in DOI 1-21 for the former Cover
and Commercial Staff_
Covert Action Steff (CAS )
(1) The Covert Action Staff will provide policy
coordinetion, dance and support for Directorate
covert ection operations _ It will be the office
of record and clearing house for all externel
policy cleerance of covert action operations and
programs Its specialized services and operetions

(&) issuan ce of propaganda dances and related
background;
(1) production of tailored , non-attribut able
media and other background materiels in
support of authori covert action operations
(c) advice guidance and operational support in
the fields of black propaganda and deception
operetions; and
(a) support to and perticipation in Agency covert
action training programs
(2) The speciel operations mission and functions of
the CAS are 85 prescribed in DOI 1-17 for the
Special Operations Group, with the addition of 8_
Special Operations Intelligence Center which
will provide crisis management support to the
0/DDO and erea divisions, perticulerly Order of
Bettle and briefing aid support; U.S _ mission
evacuation planning and support (including CIA
representation in the Washington Liaison Group) ;
and &ll-source intelligence , speciel operations
research and graphics support to SOG.
a: Counterintelligence Staff (CIS)
The responsibilities of the Counterintelligence Staff
remain as set forth in DON 1-1339 with the exception
of paragraphs 2.f.(3) and 3.4. of that notice as they
relate to conduct of deception operations (See also
4.c.(1) (c) = above )
Information Services Steff (ISS )
(1) Manage the Operetions Directoraete 8 records and
information control system.
(2) Maintain the foreign counterintelligence index
for the United States Government
3) Oversee Directorate compliance with laws orders
and regulations regerding re cordkeeping.

(4) Provide career development services and training
for records management , computer and microgrephics
specialists essigned to the Directorate _
(5) Serve 88 the Directorate focal point for Privacy
Act and Freedom Of Informetion Act matters end
other litigetion involving Directorate information,
and handle and coordinate ell Privacy Act and FOIA
requests addressed to the Operations Directorate
f Internationel Activities Staff (IAS)
The International Activities Steff will be responsible
for
(1) Monitoring the ectivities of and developing
operetions into the permanent staffs of world-
wide organizations including
(a) the United Nations and its specialized
agencies;
(1) the internetionel steff of Communist
parties ;
(c) foreign labor orgenizations that are
international in scope;
(a) Treaty organizations 8s NATO and
the EC;
(e) foreig multilateral trade organizations
and foreign-owed companies ; and
(f) comerciel organizetions with truly
international status such as foreign-
owned banks tourism &nd sports _
(2) Coordinetion of CIA reletionships with the Israeli
lieison services; including provision of headquarters
dance and support to ther TeI Avv Station_
3) Provision of steff dan ce for and coordination of
Directorate operational efforts in the fields of
interationel economics and energy .

(4) Dveloping specific scientific end technical
operetions ;

intelligence organizations outside their nationel
bounderies in close coordinetion with the Covert
Action ana Couterintelligence Staffs.
5 OPERATING DIVISIONS

in Figure 1, attached.
